Pictured are James (Jimmy) Wilborn and Willie Eva Riggs, circa 1917. Jimmy Wilborn Riggs was a pioneer civic leader who came to Pelly/Old Town in 1913.
He was an oilfield driller, and later a Pelly City Councilman and member of the first school district board of trustees. Additionally, he was one of the organizers, a Vice President and Director of the Goose Creek State Bank (later First National Bank).
James Wilborn Riggs put in the first water system in Pelly in 1923, and Riggs Street in Pelly is named after him.
